Stopping point
Stop when the implementation is accepted, the change logic is understood internally, and the client can govern future decisions without SE Ocean.

The record evolves with the implementation. Its sections follow the actual milestones, exceptions, and acceptance decisions rather than a fixed document list.

What it is
One living record maintained through implementation, bringing together design reviews, consequential changes, acceptance decisions, unresolved risks, and the final handover.
How to use it
Use it at review and escalation points during delivery, then as the internal reference for governing the system after SE Ocean exits.
What it changes
It makes implementation trade-offs explicit and preserves why the system was designed this way without turning SE Ocean into the delivery owner.

We do not make the executive decision for you. We do complete the work to the agreed decision point, so you can see the options, consequences, risks, and remaining unknowns before choosing. Preserving client authority is not an excuse for incomplete delivery.

Decision and change record

What this component does
A living record of consequential implementation decisions, requested changes, reasons, owners, and effects on the approved design.
How to use it
Use it at project reviews and escalation points so changes are decided explicitly rather than absorbed silently by delivery teams.
What it changes
It preserves why the system was designed this way and who accepted each trade-off.

Design and acceptance reviews

What this component does
Documented reviews of milestones, exceptions, evidence, unresolved risks, and whether delivery meets the agreed acceptance criteria.
How to use it
Use it to accept, reject, correct, or consciously revise delivery before moving to the next stage.
What it changes
It stops schedule pressure or technical convenience from quietly becoming the new design authority.

What this component does
A final handover of design logic, open risks, decision rules, ownership, and the review practices the internal team must continue.
How to use it
Use it as the internal operating reference after SE Ocean exits.
What it changes
It reduces dependency on SE Ocean and keeps future decisions connected to the system's intent.

The decision this work enables
