Primary delivery

Problem First Read Note

The note is one integrated deliverable. Its sections vary with the problem; the items below describe what it may need to contain, not a fixed file count.

What it is
One concise 3–5 page document composed around the live problem. It contains only the observations, hypotheses, evidence gaps, and decision guidance necessary for this case.
How to use it
Use it to align the necessary people and choose whether to stop, handle the issue internally, refer it, or investigate further.
What it changes
It turns one difficult situation into a bounded next decision without pretending the whole organization has been diagnosed.

We do not make the executive decision for you. We do complete the work to the agreed decision point, so you can see the options, consequences, risks, and remaining unknowns before choosing. Preserving client authority is not an excuse for incomplete delivery.

How to use it
Use it to decide the next commitment without assuming that more SE Ocean work is required.
What it changes
It gives the leader a defensible next step while decision authority remains theirs.
